met a guy last night with a b3 Vr passat....does anyone know what the normal operating temp for coolant is in those?

for a VR anything under 230 is fine.

I've had my oil that warm, but never seen my temp gauge above 190 with a weak cooling system. Spence has been a VR owner longer though.
