Okay, so I called Rex, and he says the guy donsn't have the money to fix whatever is wrong(he didn't know what that was) but that it is not for sale. If you are really interested, you might give Ray a call and see if maybe you can get some more info on the owner, and maybe you can work a deal with him or something?......
