Intake manifold removal is required; it can't be cleaned on the engine.
This is common on VW diesels of its age, mostly thanks to the old low-sulfur diesel but also to VW's way of doing EGR.

And that's what I did. A co-worker had 3/4 gallon of 10-year-old parts cleaner, and I contributed a brand-new 3/4 gallon, then let the manifold sit in the tub overnight. I took it out Saturday AM and 90% of the gunk was lining the bottom of the tub. After letting it dry, I took the manifold to the local DIY car wash and used their pressure washer to rinse it.
