If the bolt threads are still good, and you have decent room(If you haven't already gotten them out yet). You could try drilling into them and extracting them with an EZ-out.

Pretty simple task, just drill bits, ez-outs, Vice grips, hammer.

Works on aircraft. :)

If anything look up a video to it, but basically if the head is stripped it allows you to drill into the bolt with various sizes of drill bits, and then back the bolt out by wedging a EZ-out into the drilled area, and wrenching it back... bigger the bolt, bigger the size. But you could get to the point where if you mess it up, those bolts are never coming out unless drilled nearly to the full size and then re threaded.

Good luck.

Chris, I'm sorry man I don't think I can help there. I'm not positive I could even begin to even explain over the phone how to set cam timing, assuming that's the only issue.

As a general rule, unless it's in my garage and I have had my wrenches on it from beginning to end, I don't mess with it. Even then, if it's not my car, it makes me uncomfortable knowing that I'm responsible if I screw it up.

If this guy is a mechanic, then he should know about timing or should have the resources to obtain the knowledge do the job properly. If he doesn't know, then you need to find another mechanic.
