removing front spoiler lip???

so my front lip spoiler is gone well cracked to shit and looks horrible i really want to get that off and have started. but my question is do i haft to remove the bumber on the front it seems to look like its part of the front bumper any suggestion seeing as cosmetically i am stumped?

its a 1996 jetta glx. motor type is 12v vr6 dont know if that part matters

Sorry man,
My phone crashed on me yesterday afternoon and I spent several hours trying to get information off of it before I restored it. I could possibly swing by in evening the next couple of days.
My phone is back up now.

That spoiler lip would take about 1 min. to get off. It is only held by clips into the bumper cover. Grab it and pull straight out. You won't like what the lower bumper looks like, though....you will want another spoiler lip on it.....

It doesn't pull off it's part of the actual bumper. It's hard to describe unless you see it

You are talking about the black spoiler lip, correct? The lowest part of the front bumper that is not painted? Looks sortof like this?
That peice will snap out of the front bumper. It is held in by tabs that point in towards the bumper, so all you have to do is pull straight out. It is actually two pieces (see pic) so sometimes I start in the middle and work my way out.
