If you're actually looking for a FMIC the cheapest one I could find is on Black Forest Industries. Still would run you $500 and take some valance hacking.

I'm guessing you'd want to get a kit rather than just hacking an Ebay cooler up in there.

I would first ask why you are wanting an IC. There's no performance gain, it simply will help keep your IAT's down and prevent quick heat soak. It really won't do any good unless you are running a performance tune, and even then you won't need it until what most tuners call stage 2. If you are stock or stage 1, it's a waste of $$.
All the cheaper IC's are constructed the same, usually bar and plate style, and they should all be close to the same price. They are good if you are running the K03(s) but anything more and you'll want a more efficient brand.
I have one called BoostBrothers that came as a kit from a seller off Audizine, then Vortex. It was about $350 and came with all the correct silicon connectors and nice polished aluminum tubes which fit very well and I didn't need to hack up my bumper at all, just trimmed my fog grills a bit.
Mine is for Audi, but you may find something on the Vortex about cheap IC's. eBay also has kits out there that will be similar.

Like Mike said, most are constructed the same. And unless you're running a BT it isn't really necessary. You don't really need anything extravagant even for a K04. A little guy would probably do what you want it to do. I guess I'm not too familiar with FMIC fitment on a Jetta though. I know for a fact though no GTI with a US spec valance will fit correctly with a FMIC out of the box. If you're going for the "OOO front mount" look, I understand, haha. Poke around VWvortex though, there is an abundance of information that I'm sure will lead you to the right path.
