Auto seat belts? help...plz

Anyone familiar with the auto retracting seat belts? My Passat is confusing me and the Bentley is not helping. Posted on the vortex as well..
I have followed Bentley's procedures for checking continuity and voltage, but have found nothing conclusive yet. Bentley lists the drivers seat belt controller which is under the rear seat - it doesn't look like a "controller", but a harness for a set of relays, which are not there (if there are supposed to be any...). So, I am asking for a little direction here. Can anyone give me insight to what could be going on? Voltage and continuity are good, so can anyone give me an idea of what the drivers/passengers belt "controllers" are supposed to look like, and if there are any other things I could look at? What does this time/motion device do? When I hit 88mph will I go back to the future?

VW likes to call relays controllers. The windshield wiper relay for my car is called a controller.
I am not familiar with the auto-belts, but I would have to guess if there are supposed to be relays, and they have been removed that may be the issue.
If the Passat is like the A2 golf/jetta, the mounting points for standard belts are probably there, you could just ditch the auto-belts and install some standard belts from an earlier car.

Ah, then maybe there is supposed to be a relay or two there. Hmm I'll have to rip apart the passengers side then because that one works. Ive read that others have swapped out Jetta 3 point belts, but I really just want to keep it stock - I've spent enough on parts already just to get things working, and I may just leave it if I can't figure this one out. I must be missing a relay then, because nothing is plugged into the harness...at least on the drivers side.
