Thought I ran across something about this on TDIclub while researching my radiator fans.
It does sound like a stuck compressor clutch, I'll see if I can find the link that I thought I read...helpful, I know.

So I tore apart the motor and rebuilt it (stuck brushes). So now both my fans run. Question now is, after driving around in the hot hot heat, the one working fan used to run for a few after I shut the engine off. Now that they both work, it does not do this. So, it's like consistently 90-100° down here in SL, UT (salt lake). I noticed that only one of my radiator fans ever seems to spin up...at least that is what I'm assuming. Ok, so anyone want to give me a brief rundown on the breaking system of mkiv's? Basicly, I have 3 out of 4 disc's that show wear from breaking action...i assume all 4 are used by the abs system.
