Just a shot in the dark, but how about a grinder with a brush wheel, a mask, and a shop vac?

I used a heat gun to warm it up a little then a putty knife. Came off real easy. Cleaned up the remaining stuff with a wire wheel.

Also heard dry ice and a hammer work well.

I have also heard that dry ice makes that job easy. The way it was explained you lay pieces of the ice on the stuff and gets super brittle so its easy to scrape off.
A fellow autocrosser did this to his CRX and the results were impressive.
